Mix the Dry Ingredients: In a large bowl, whisk together 3/4 cup all-purpose flour, 1/2 cup fine cornmeal, 2 tablespoons cornstarch, 1 1/2 teaspoons baking powder, 1/4 teaspoon baking soda, 1 teaspoon ground cumin, 1/2 teaspoon smoked paprika, 1 teaspoon fine sea salt, and 1/2 teaspoon black pepper until evenly combined and aerated.
Build the Batter (5 minutes): To the dry bowl, add the flax egg, 3/4 cup chilled sparkling water, and 1 teaspoon maple syrup. Whisk gently just until you have a thick batter (a few small lumps are fine). Fold in the corn purée, remaining 2 cups whole kernels, 1/2 cup scallions, 1/4 cup cilantro, 2 tablespoons jalapeño, 2 cloves garlic, and 1 teaspoon lime zest. The mixture should be scoopable and hold together; if it feels too loose, add 1–2 tablespoons flour; if too stiff, drizzle in a splash more sparkling water.
Heat the Oil: Pour neutral oil into a heavy 10-inch skillet to a depth of about 1/4 inch. Warm over medium to medium-high heat until the oil reaches 350°F (175°C). Use a thermometer for accuracy; the oil should shimmer and a tiny drop of batter should sizzle energetically but not smoke.
Fry the Fritters (12–14 minutes total): Working in batches, scoop heaped 2-tablespoon mounds of batter into the oil, gently flattening to 2 1/2–3 inches wide.
