Preheat the Oven: Set a rack in the center and preheat to 425°F (220°C). Line a rimmed baking sheet with parchment for easier cleanup.
Make the Spice Oil: In a large mixing bowl, whisk together 3 tbsp olive oil, minced garlic, cumin, coriander, paprika, cinnamon, turmeric, cayenne (if using), lemon zest, 3/4 tsp salt, 1/4 tsp pepper, and 1 tbsp harissa paste (optional). The mixture should be fragrant and brick-red with a glossy sheen.
Prep the Vegetables: Slice the carrots, cut the bell pepper and onion, and slice the zucchini. Drain, rinse, and thoroughly pat the chickpeas dry with a clean towel (drying helps them crisp).
Season and Arrange: Add carrots, bell pepper, red onion, zucchini, and chickpeas to the bowl with the spice oil. Toss until every surface is evenly coated—the vegetables should glisten and smell warmly spiced. Spread in a single layer on the prepared baking sheet, leaving a bit of space between pieces for better caramelization.
Roast, then Add Tomatoes: Roast for 15 minutes at 425°F (220°C). Remove the sheet, add the cherry tomatoes, and toss or flip everything with a spatula. Return to the oven and roast 10 minutes more, until the edges are deeply golden and the tomatoes are just blistered (total roasting time: 25 minutes).
Toast the Almonds (during roasting): In a small dry skillet over medium heat, toast the sliced almonds for 3–4 minutes, stirring often, until pale golden and nutty. Immediately transfer to a plate to prevent over-browning.
Plump the Raisins: Cover the golden raisins with hot water for 5 minutes, then drain well. This keeps them juicy in the finished dish.
Cook the Couscous: In a medium saucepan, bring the vegetable broth and 1 tbsp olive oil to a lively boil over medium-high heat. Stir in 1/2 tsp salt (or to taste). Remove from heat, stir in the couscous, cover tightly, and let steam for 5 minutes. Fluff with a fork until light and separate.
Herb and Citrus Finish: Fold the drained raisins, minced preserved lemon, parsley, cilantro, mint, and lemon juice into the couscous. Taste and adjust seasoning with salt and pepper as needed. The couscous should be aromatic, fluffy, and lightly glossy.
Assemble and Garnish: In a small cup, stir together 1 tsp harissa paste with 1 tbsp olive oil to make a quick drizzle. Spread the couscous on a warm serving platter or individual bowls, crown with the roasted vegetables, and finish with the harissa oil, toasted almonds, and pomegranate arils. Shower with a final pinch of herbs for color. Serve immediately.

Extra Char: Preheat the baking sheet in the oven for 5 minutes; the hot surface jumpstarts caramelization.
Crispier Chickpeas: Dry them thoroughly and don’t crowd the pan. For even more crunch, roast chickpeas for 5 minutes alone before adding vegetables.
Spice Swap: Replace the individual spices with 2–2 1/2 tsp ras el hanout for a classic Moroccan blend.
